The member asked whether the Prime Minister would rule out any reduction in the tobacco excise.

The Treasurer stated that the government's priority was addressing illicit tobacco as an enforcement and compliance issue, backed by over $350 million in additional resourcing. He noted that the vast bulk of excise increases had occurred under the previous government and that coalition figures had previously supported higher excise to reduce consumption. He affirmed that the government would rely on expert advice rather than political pressure from One Nation when considering next steps on enforcement and compliance.

The member asked the Minister for Climate Change and Energy to disclose the amount of taxpayer money provided to foreign companies under the Capacity Investment Scheme.

The minister stated that auction results for the scheme were commercial in confidence, consistent with longstanding practice for government auctions. He noted that 65 projects had pledged $35.5 billion in domestic inputs, with $1.1 billion allocated to Australian steel. He highlighted that some projects, such as the one in Wellington, had negotiated five per cent equity ownership for local First Nations people.

The Treasurer stated that most such businesses would be included in the new higher threshold for small-business turnover. He noted that 99 per cent of agricultural businesses would qualify for the revised 50 per cent active asset reduction. He mentioned that a consultation paper on startups had been released to address questions about defining innovation and holding periods. The Treasurer emphasized that 98 per cent of all active businesses would access concessions and carve-outs.

Answer from Chris Bowen
The minister explained that retail prices are set from 1 July following the release of the default market offer, with a draft expected in March and a final in May. He noted that wholesale energy prices in Queensland had dropped significantly from $347 per megawatt hour in May 2022 to $58 per megawatt hour. He criticized the previous government for hiding price increases before an election and stated that current reforms ensured wholesale price reductions fed efficiently into retail prices.

The member asked if the minister would apologise to the families of those who died and how many more would die waiting for the rollout to commence.

The minister expressed sadness at the loss of older Australians and offered condolences to their families. He explained that the deferral to 1 November was due to legislative requirements for the Support at Home program. From November, the government would deliver 83,000 additional packages while continuing to support the 300,000 Australians currently receiving care.
