The member asked why Australians were being punished with a tax grab due to government spending issues.

The Minister disputed the $1,000 figure, stating the average impact would be $220 to $250 per year. He explained the changes were necessary to fund aged-care services, including more beds and Support at Home packages. He noted the reforms returned the rebate to its original design, ensuring equal subsidies for households on the same income regardless of age.

The member asked if the government had acted as a guarantor for 51,000 non-citizens to buy their first home.

The Minister stated that 250,000 people had accessed the First Home Guarantee. She clarified that temporary migrants were not eligible, and only Australian citizens and permanent residents could participate. She criticized the Opposition for blaming permanent residents for housing challenges and for making comments that could be interpreted as discriminatory against communities that had contributed to the country for decades.

The member asked whether the Prime Minister accepted that the government was building fewer homes and worsening housing affordability, citing low completion rates under the Housing Australia Future Fund and recent controversies.

The Prime Minister criticized the previous government for not having a dedicated housing minister for most of their term and for delaying the Housing Australia Future Fund. He stated that 5,000 social and affordable homes had been completed under his government, compared to 373 in nine years under the previous administration. He noted that building approvals had risen 12 per cent in September, with a 15.3 per cent increase year-on-year. He also mentioned support for the build-to-rent scheme, which the opposition had opposed.
