Clare argued that the bill addresses systemic barriers preventing students from low socioeconomic backgrounds and regional areas from accessing and completing university degrees. Clare stated that the legislation implements a managed growth system, guaranteeing Commonwealth supported places for eligible students who meet academic requirements, similar to provisions already in place for Indigenous students. Clare explained that the bill empowers the Australian Tertiary Education Commission to allocate places based on need, including an uncapping mechanism for disadvantaged cohorts. Clare highlighted that the bill introduces demand-driven needs-based funding to provide tutoring, mentoring, and financial assistance, replacing previous capped programs. Clare noted that the legislation also formalises the ATEC's role in allocating international student numbers within government-set planning levels.
