Gallagher moved that the bill be read a second time and sought leave to incorporate her speech into the record. Gallagher argued that the legislation would codify established Commonwealth practice by granting explicit statutory power for the government to offer general insurance or serve as an authorised representative of third-party insurers. Gallagher noted that since 1990, the scheme had offered branded insurance products for contents, vehicles, caravans and motorbikes, with commission income contributing to competitive pricing for home building policies. Gallagher stated the bill would retrospectively validate past activities and authorise the scheme to continue serving more than 32,000 current policyholders, including renewing their policies.
