Jones moved that the bill be read a second time, explaining that it provides approximately five-twelfths of the 2025-26 appropriation estimates to ensure government continuity. Jones noted that the estimates are based on the 2024-25 base adjusted for economic parameters and mid-year outlook decisions, excluding new budget measures. Jones highlighted that greater allocations are provided for entities with uneven early-year expenditure or those requiring flexible service delivery, such as the National Emergency Management Agency. Jones stated the bill seeks $86.1 billion from the Consolidated Revenue Fund and includes a $400 million advance to the finance minister provision for urgent expenditure. Jones emphasised that passing the bill is essential to maintain core government functions and public services during the election period.
