Keogh argued that the bill formalises longstanding Commonwealth practice by providing legislative authority for the government to offer general insurance or serve as an authorised representative. Keogh noted that since 1990, the scheme has offered various insurance products, generating commission income that helps keep costs down for Defence families. The legislation retrospectively validates past activities and authorises the scheme to continue serving over 32,000 current policyholders. Keogh stated this supports the government's broader commitment to veterans and complements other initiatives such as improved study assistance and enhanced travel benefits.
