Mulino moved that the bill be read a second time, stating it underpinned government expenditure decisions made since the 2025-26 budget. The member argued the bill authorised $9.2 billion from the Consolidated Revenue Fund to cover variations in existing programs and new measures. Mulino highlighted that over $2.9 billion was allocated to the Department of Climate Change, Energy, the Environment and Water, primarily for the Cheaper Home Batteries Program. The member also noted funding for health, disability, defence, and home affairs portfolios to support specific policy commitments and security responses.
