Chaney proposed an amendment obliging the minister to release the restoration contribution holder's annual report no later than 20 days after receiving it, aiming to guarantee transparency and accountability in the new offset system. Chaney contended that trust in the system would decline if the public could not access information regarding fund allocation and whether ecological goals were met. Chaney pointed to previous failures of centralised offset funds in New South Wales and Queensland caused by a lack of clarity. Chaney also introduced a set of amendments to limit the new national interest approval pathway, specifically barring fossil fuel projects and demanding openness in its application. Chaney additionally aimed to reinforce the offsets fund by restricting its use to situations where direct offsets are not possible, establishing an excluded matters list for scarce resources, and guaranteeing scientific oversight.
